I accordingly propose to make a free grant

to the Association of $10,000 per annum and a conditional

grant on a dollar for dollar basis up to a further $5,000.

Thus, if subscriptions to the Association can be raised

to a figure equal to the maximum of the conditional grant

the Association's total annual income would amount to

$20,000.

In anticipation of your approval of this

proposal I am including provision for grants on these

lines in the draft estimates for 1940-41.
